Tracking the Money and Beaumont Elections

Beaumont has Two Council Seats Open in the November Election. Ron Roy is One Vote, but the Second Pick is from a Pool of Poor Choices.

On the 2017 Property Tax Rolls Beaumont Staff and Council have overcharged a total of $11,677,681 in Mello Roos CFD Property Taxes.

The City is charging $8 million more than needed to pay the Bonds’ Premium and Interest Payments plus the City is charging an additional $3.6 million to pay for Services in the Facilities that were never built.
It’s shocking that the current Beaumont Staff and Council are more corrupt than the past Staff and Council, but Beaumont’s former Staff and Council ‘only’ overcharged Property Owners in the CFD Development Areas $6 million per year.
The State Water Quality Control Board has issued an Investigative Order because the current Staff and Council submitted forged Government Documents. A preliminary investigation has determined that the Sewer is in Capacity Violation, has no NPDES Permit for Commercial and Industrial Waste, and it will take $4 million in infrastructure improvements to create Title 22 Compliant Recycled Water.
In November, 2014, the Beaumont City Council approved to illegally transfer $5 million from the CFD Bond Fund Accounts to pay off the 2001 Sewer Bond after it was discovered that all of the bond money was funneled to Urban Logic Consultants.
On Sept. 6, 2016, council approved to illegally transfer $5 million out of the Sewer Fund on the pretense of prepaying the CFD Bond Fund Accounts. But instead of transferring the money to the Bond Fund Accounts the City would transfer the money into the General Fund.
Council paid Attorney John Knox from the law firm of Orrick Herrington $900/hr to fly down from San Francisco to give his ‘opinion’ on how Council could circumvent State and Federal Laws to remove the $5 million from the Sewer Fund.
Beaumont City Manager Richard Warne and Public Works Director Amer Jakher signed a Certification of Completion stating that the Rec ycled Water Facility, the westside fire station, a regional park, and all the roadways and other facilities listed on the Bonds were completed and no further moneys were needed.
There was a long conversation about the fact that the facilities were not completed, which would make the documents forged, but council unanimously approved the $5 million transfer anyway.

And the joke of it all is that the $5 million removed from the Sewer Fund were Restricted Funds from Sewer Fee Increases collected in the past two years for sewer infrastructure improvements.
On Sept. 29, 2016, the law firm of Orrick Herrington was issued a check for $103,889.06 for their presentation to council. Instead of using taxpayer money to build needed infrastructure Beaumont staff and council are funneling even more money to lawyers and consultants than past councils.
In November 2014, the Citizens of Beaumont voted out all three ncumbents as a stand against government corruption. But instead of stopping the misuse of Taxpayer money the Current City Council is allowing money to be funneled out of the City at an even faster rate.
The Citizens of Beaumont have two Council Seats open in the November Election. Brenda Knight has spared herself the embarrassment of asking for another four years after spending the last four years spearheading such noble causes as the Four Seasons Area 7A1 Election Fraud, Appealing the TUMF Judgement that is at $65 Million, and Approving numerous Actions that benefited outsiders to the detriment of the Citizens.
Della Condon was appointed to Jeff Fox’s Council Seat because she stated that she would not run for election in November, 2016. Beaumont Citizens quickly learned that ‘Dirty Della’ was in the pocket of Developers and comes to every Council Meeting with a prepared speech containing false statements as an excuse for her actions.
Nancy Carroll was elected as City Treasurer in November, 2014. In the past two years Carroll has neglected to take any training or prepare an actual City Treasurer’s Report, which is a report on the money, not on events and meetings.
Julio Martinez was appointed as City Clerk after the Office was left vacant in 2014. Martinez also has never obtained any training in the last two years. The office of the City Clerk was removed from the 2016/2017 budget and Martinez never said a word.
Daniel Marmolejo has never attended a council meeting until recently. He doesn’t have the education and concern about the city’s finances to make wise choices. If Marmoleio knew the history of the Beaumont Police Department and Code Compliance he would be focused on corruption within the Department that has resulted in many private Citizens’ lives ruined and many multi-million dollar lawsuits.
Victor Dominguez was arrested for the death of Mayor Mike Lara’s cousin four hours before the FBI Raids on April 22, 2015. The Riverside D.A. kicked the case to the Beaumont P.D. where it has sat idle for unexplained reasons. It might not be a good idea to elect someone to office when they are facing such charges, but I’m sure it’s been done before.
Ron Roy has been attending Council and Planning Commission Meetings for years opposing warehouses and out of control development. Although idealistic, Ron Roy is honest and is running for council not because he has political aspirations, but because there is an desperate need for someone on council to represent the best interests of the citizens.
The Citizens of Beaumont have two council seats open in the November election. Ron Roy is one vote, but the second pick is from a pool of poor choices. To Julio Martinez’ credit; he does already know Parliamentary Procedure.
The City of Beaumont will have a ballot box at City Hall, but the city can not be trusted. Mail your ballots directly to Riverside or drop them off in another town.
Beaumont Staff and Council proclaim that there are ‘new faces’, but it’s the same old corrupt practices of the past continued to this day.
