SPECIAL TAX LIST RECORDS REQUEST – 2ND REQUEST

On November 26, 2013 a Public Records Request was submitted to the City of Beaumont for a Copy of the Certified List of All Parcels Subject to the Special Taxes filed by the Beaumont Communities Facilities District that was required to be submitted to the Riverside County Auditor on or before the tenth (10) day of August, 2013.

On December 10, 2013 a letter was received from the Beaumont City Manager stating the Public Records requested was available and the cost would be $73.00.

What was received was a single row of 10-digit numbers and a stamp from the ‘Office of the City Clerk’ signed by Shelby Hanvey and listing her Job Title as ‘Asst. to the City Manager’.

Public Records are processed through the Office of the City Clerk as the third set of checks and balances. This is a major part our Local Government’s Internal Controls. The City Clerk verifies the request and verifies the records produced for the request.

Records that are created and stored in the Finance Department and processed through the City Clerk is not
the affair of the City Manager, but in the City of Beaumont Kapanicas controls all three branches of the Internal Controls.

Shelby Hanvey is the Personal Secretary of the City Manager and Live-In Girlfriend of the Finance Director. Hanvey’s signature in the City Clerk Stamp is of no value and shows conspiracy to forge government documentation. All record requests should have the city clerk’s seal and signature, but in the hundreds
of documents requested – this is the 1st time they’ve pulled out the stamp. The City of Beaumont is so poorly managed they have no idea how the Office of the City Clerk functions.

The Request was for a Copy of the Certified (by the County of Riverside) List of all Parcels Subject to the Special Tax that the District Levies on the CFD Properties. The Tax Roll had to be submitted to the County Auditor on or before the tenth (10) of August, 2013, so the City should have a copy with the
County Auditor’s Seal.

The bonds grant the City the ability to levy the full amount of Special Taxes allowed by law, write in Zero ($0) if they choose. The Special Tax List is submitted to the County Auditor each year, so just like Santa’s list; the Special Tax List will show who’s been naughty and who’s been nice.
