$1.6 Million was Paid to Urban Logic from the 2013 Series A Bond until March, 2015.
The Potrero Interchange is an estimated $77.4 Million Regional and State Project, but because the County and State will not fund the Project the City decided to “go it alone” and pay for the Interchange itself.
On November 4, 1996 Ernie Egger, Beaumont Planning Director and Principal of Urban Logic Consultants, filed a ‘Design Cooperative Agreement with Caltrans for the Potrero Boulevard Interchange.
Potrero/SR 60’ first appeared on the bonds in 2007.

The City’s staff report states that $11 Million was paid to Urban Logic for Potrero; Funds that were removed from the Mello Roos Bond Fund Accounts.
For Example; Fairway Canyon Area 19C’s 2013 Series A Bond Construction Fund was allocated $7.74 Million.
Bond Requisitions available lists $1,655,504.21 paid to Urban Logic Consultants with the memo “Potrero/SR 60” from January 21, 2013 to March 3, 2015.
$1,538,143.00 was transferred from the 2013 Series A Construction Fund to the City of Beaumont with the memo “OVP West Trans Fee & Construction Cost” on January 21, 2013.
The Bond Requisitions were all signed by City Manager Alan Kapanicas and Finance Director William Aylward.
Per the terms of the Agreement; after the construction is complete all assets will be transferred to the State and the City of Beaumont will have nothing to show for their $77 Million expense.
