LAFCO Continues Warehouse Annexation to November 10

This item has been continued numerous times since May 28, 2015, pending resolution of the City’s financial issues. It was noted several months ago that the Plan of Services submitted with the annexation proposal, based on the FY 2012-2013 service levels was no longer valid. We had requested that the City submit an updated plan of services once it has determined what sustainable service levels would be during its ‘Work Out Plan” process.

The City Council received its “Work Out Plan to Sustainability” on June 21st. The Plan outlines steps to be taken in order to determine sustainable service levels. That process will likely take a minimum of several months to up to two years.

As noted last month, as an alternative to waiting for the conclusion of this process, staff requested the City to prepare a provisional plan of services. This option was offered in light of the relatively small six and low service demand of this annexation. The provisional plan was to describe the minimum levels of services that could be expected by the City based upon available revenues and expected obligations. This could be considered a “worse case scenario” for services. The objective was to allow the Commission to decide this month if these minimum service levels were sufficient for this particular annexation.

Unfortunately, the provisional plan recently submitted by the City contains virtually the same information as the original Plan of Services, some of it based on information provided in the 2006 Municipal Services Review. Staff has reiterated its request for a provisional plan of services as described above to be submitted by mid-October.

Staff is recommending a continuance to the Commission’s next meeting on November 10, 2016, at which time we hope to be able to present a full analysis to the Commission.

The City’s Work Out Plan to Sustainability has been attached for the Commission’s reference. The Commission can assess in more detail the challenges and opportunities that are before the City.

SPECIFIC RECOMMENDATIONS:

Based upon the factors outlined above, IT IS RECOMMENDED that the Commission take the following action:

1. Continue LAFCO 2014-20-5 Annexation until November 10, 2016.
