78:00 McKiernan: We have a proven track record of innovating for the City. Facilitating community development. The initial development of a comprehensive interrogative program to finance and develop infrastructure helped solve a variety of critical regulatory issues and enable necessary facilities that result in the facilitation of positive growth in the City. To provide the leaders the tools necessary to build a better city and to responsibly manage the building. Our efforts resulted in Beaumont being recognized by Dr. Husing as the only city in the county to develop an infrastructure like this and what he means by that is that you’re not just leaving your house in the morning to go get something in the grocery store and you’re stuck an extra 15 minutes in traffic or you flush your toilet and something isn’t backing up the lines down the street. The City has been pioneering to say the least as far as doing somewhat you call ‘just in time’ development so you have everything ready and it will bring more industry in here and bring more jobs. Another way we innovate for the City and you will see the City was the 1st in the state and possibly the country to introduce UV disinfection in replace of chlorination for an effective method of destruction of pathogens at the wastewater treatment plant. What does this do? It reduces toxicity to the city waters. It decreases solidity from the ecoline. The seven step process that takes wastewater into environmentally safe recycled water that meets or exceeds Title 22 requirements and also helps restore the Beaumont Basin.
