“New Faces” is what the Beaumont City Council calls their latest set of crooks. And the faces might be new to Council, but they are all old friends of Alan Kapanicas.

We all knew that Urban Futures and Willdan has worked with Kapanicas’ Company, General Government Management Services, to acquire Bonds without Voter Approval in the Imperial Valley.

Kapanicas also just happen to have also worked with the $900/hr Law Firm of Orrick Herrington Sutcliffe.

In 2003 the City of Lincoln, California, acquired a $28,225,000 Mello Roos Bond to finance the Lincoln Crossing Project. General Government Management Services was the ‘Special Tax Consultant’ and Orrick Herrington Sutcliff was the Bond Counsel.

And who was the Developer of the Project?
