It’s July 1st Beaumont: Do You Know Where Your City’s Insurance Is?

James Gregg was removed from ERMAC on January 1, 2017. The City of Beaumont has also been removed from ERMAC.

The City of Beaumont was Self Insured through the Exclusive Risk Management Authority (ERMAC). ERMAC was comprised of four (4) cities; Beaumont, Hayward, Laguna Hills, and Santa Maria.

The Principal of ERMAC, James Gregg, also received a salary as Beaumont’s Risk Manager. Beaumont’s Internal Control Report FYE 2015, Finding 2015-20 stated: “The City paid the salary of the General Manager of ERMAC, including all City paid benefits (CalPERS retirement benefits, health insurance, etc,) for risk management services, as if he was an employee of the City of Beaumont.”

Beaumont also paid twice the premium as the other three member entities.

James Gregg was removed from ERMAC on January 1, 2017. The City of Beaumont has also been removed from ERMAC. Beaumont’s Insurance Policy from ERMAC expires July 1, 2017. There was no Agenda Item on the June 20, 2017 Council Meeting to approve another Insurance Policy.

Property Owners in Beaumont are having trouble getting Homeowners’ Insurance because of the lack of Fire Protection. The City attempted to acquire other Insurance in 2015, but could not because of the lack of Infrastructure.

The Authority has been very successful in providing comprehensive coverage while maintaining stable premiums. The Authority has never assessed its members and continues to maintain extremely strong reserves. The following provides some insights into the direction, products and services associated with ERMAC.

Current Officers:

President Donald J. White – City of Laguna Hills

Secretary Michael Lawson – City of Hayward

And if the City was able to get different insurance; they used their Forged Infrastructure Completion Document and their Forged Sewer Machinery & Equipment.

O’ what a wicked web we weave when first we practice to deceive.
