2004A Construction Requisition Number 25 Shows Gibbs-Urtiaga’s Initials as Signature for Deepak Moorjani
Attached are Requisitions Numbers 24 and 25 from the 2004 Series A Bond’s Construction Fund.
On July 2, 2007, Requisition #24 was Issued to pay Urban Logic Consultants $205,174.57. The Requisition is signed by Alan Kapanicas, former City Manager and Principal of GGMS; and Deepak Moorjani, Beaumont’s Engineer/Public Works Director and Principal of Urban Logic.
Yes, Moorjani signed Requisitions authorizing payment of Invoices that he created, but it gets worse.
On July 30, 2007, Requisition #25 was Issued to pay Urban Logic Consultants $245,327.64. The Requisition is signed by Alan Kapanicas, former City Manager and Principal of GGMS; and Deepak Moorjani’s name is signed, but not by Moojani. The signatures are obviously from different people.
Beside Moojani’s name on Requisition#25 is ‘eu’.
Beaumont’s acting City Manager, Elizabeth Gibbs-Urtiaga failed to mention that she signed for the Executive Staff.
It’s getting very hard to believe that Gibbs-Urtiaga was the innocent bystander she proclaims to be.
