City Wants to Exchange Mitigation Fees for Roads and Sewers for Warehouses

The April 7th Beaumont City Council Agenda contains Item 7.g Hidden Canyon Specific Plan Fee Credit Agreement. City Staff wants to exchange $12.7 Million in Mitigation Fees to the Timoteo Land Development Company in Newport Beach for the Roads and Sewer Lines to develop Mega Warehouses in Southwest Beaumont.

Page 2: Area of Benefit says it all. The Agreement and warehouse development will benefit virtually none of the Citizens of Beaumont.

The purpose of mitigation fees is to ‘mitigate’ the developments’ impact on the community. The mitigation fees obtained from the 15,000 houses built in beaumont are gone, but important infrastructure like a Title 22 Compliant Recycled Water Facility and Fire Stations were never built. Roads and sewer lines that were poorly constructed and are now in disrepair.

The City of Beaumont has no plans to build the needed infrastructure for the 40,000 current residences nor do they care about property values. The focus now is on warehouse development.

WATER: Beaumont does not have the water to sustain its current population. There is no recycled water available for the construction of the roads.

RECYCLED WATER: The State required the City to produce Title 22 Compliant Recycled Water in 2014 and to build a $100 Million Brine Disposal by 2020.

SEWER: The sewer is already beyond capacity with multiple breakages and faulty pipes.

ROADS: Providing a road for diesel trucks while ignoring the roads frequented by Citizens. The road west of Potrero is County. The City has no authority to make deals for County Property.

EIR: There is no current EIR for this property or this area.

Area 21 was approved for Residential Housing in 2006. The City had attempted to zone the property Industrial in the past, but it was defeated. The property is still zoned Residential: http://www.ci.beaumont.ca.us/DocumentCenter/Home/View/1445
