Kyle,
After reviewing this I recommend we meet with the SCO and explain to the new Controller, Betty Yee why this audit is flawed (assuming the City has such arguments). I can tell you Betty was the only Constitutional Officer to submit an argument to the Supreme Court opposing the elimination of redevelopment, which means the SCO leadership and approach should become a much more friendly environment for cities/successor agencies…
Please let me know if this is something you’d like to pursue once Betty gets settled in (post-January).
