At the April 5, 2016 Beaumont City Council Meeting Lloyd White asked Urban Futures who in the City was signing the Bond Requisitions. Urban Futures told White that only Kapanicas signed the Requisitions.
Incorrect.
Kapanicas and Deepak Moorjani both signed the Requisitions up until the FBI Raids. After the Raids Kapanicas signed the Requisitions alone, no second signature.
After Kapanicas slithered out the door both City Manager Elizabeth Urtiaga and Councilman Brenda Knight signed the Requisitions.
State and Federal Laws require two signatures, but Beaumont now only has one signature on their Requisitions because they’re stealing money so fast they don’t have time for the ink to dry on two signatures.
