There Must be Infrastructure in Place BEFORE Industry is Acquired and It’s not Possible to have Documentation to Validate a Plugged Number

Beaumont Special Council Meeting Transcript

Oroczo suggests an Economic Development Committee ‘so it won’t just be Kyle Warsinski and Rebecca Deming’ and White ‘2nd the Motion’ without any concept of reality.

  1. The City has had an ‘Economic Director’ for 20 years. His name is Dave Dillon; Principal of Urban Logic, mentor of Kyle Warsinski.

2. There is no infrastructure. There are no fire/safety services, no recycled water facility, and no sewer system to support a business.

The City can’t get industry until it builds the infrastructure to accommodate the industry. FYI to all the fools that point to McDonalds and WalMart as ‘economic growth’. Retail industry is a 3rd tier industry. 1st tier are industries that pay well enough to create the 2nd and 3rd tier industries. Because Beaumont was built by crooks that were overseen by ignorant Councilmen that had no concept of business or government 1st tier industries were never sought because it wasn’t profitable for the crooks.

$21 MILLION RDA LOAN/PLUGGED NUMBER OF FINANCIAL STATEMENTS

81:00 PInkney: Thiis is about Redevelopment and I”m going to introduce you to Charles Galliger from my Law Firm who’s been working with City staff on that dissolution process. There’s a requirement that the Master Loan Agreement be amended/changed and there’s some other items on the Agenda that Mr. Galliger is going to be addressing.

82:00 Galliger: The City agreed to loan funds to the RDA for master projects. City Staff has determined that approximately $19.8 Million remains outstanding and unpaid under the City Master Loan Agreement.

87:00 Galliger: We know there might be some potential problems with the Repayment; getting the Loan reinstated by the Oversight Board. But City Staff has done some exceptional work in filling some of the gaps that were sighted by the Oversight Board. Specifically in locating the additional backup and reconstructing the history of the Loan. I think they’ve done an exceptional job. I think we have a much better presentation for the Oversight Board. Ultimately it’s possible that [the State Department of] Finance would still reject this, but that doesn’t mean it’s the end of the process.

88:00 Galliger: If the City wants any chance of repayment of the Master Loan at this time we strongly recommend that the Loan be Amended on the terms recommended and that it be included in the upcoming ROPS.
