Beaumont Sewer Requisition Summary – $36 Million Funneled Out of Sewer Bonds. A ‘State of the Art’ Recycled Water Facility was Never Built

The City of Beaumont acquired their first Sewer Bond in 1993. The City was required to build a Title 22 Compliant Recycled Water Facility by November, 1995.

The City has another deadline in 2007, but instead of building the Recycled Water Facility the City instead funneled out $20 Million through JF Shea, hung ‘we have recycled water’ signs, and directed Council to lie to the public – which Beaumont City Council is always happy to do.

Beaumont has had many deadlines to produce Title 22 Compliant Recycled Water over the last 20 years; the most recent deadline was December 30, 2015.

In December, 2014, the 2001 Wastewater Bond was Called after it was discovered that the City has stolen all of the money and never built a Recycled Water Facility.

Last summer Urban Logic stood behind Orozco, Knight, and Urtiaga as they promised the Santa Ana Water Quality Control Board that they would produce Title 22 Compliant Recycled Water by the end of 2015 AND build a $70 Million Brine disposal facility by 2020.

We got the song and we got the dance, but we never got Title 22 Recycled Water.

On Tuesday, March 28, 2016 the City of Beaumont will put on another ‘presentation’ of the City’s Sewer Plant that will be amazingly similar to the last sewer plant slideshow that Kapanicas sold to Berg, Castaldo, DeForge, Knight, and Fox.

Below is a summary of the Requisition Payouts from the Sewer Bonds. Millions were funneled from other Bonds into the Sewer Bonds.
