I am submitting this Complaint against Amer Jakher for Fraud and Forging Government Documents on behalf of the Citizens of Beaumont.

On March 15, 2016 the Beaumont City Council Approved hiring Amer Jakher as Public Works Director/Engineer. http://www.ci.beaumont.ca.us/DocumentCenter/View/27232

Jakher is the first Beaumont Public Works Director since Deepak Moorjani, who has been Indicted by the Riverside District Attorney for Fraud and Embezzlement. Also Indicted is former City Manager Alan Kapanicas, Chief of Police Frank Coe, Finance Director William Aylward, City Attorney Joe Aklufi, Planning Director Ernest Egger, and Economic Development Director Dave Dillion.

Over the last 20 years $400 Million in Municipal Bonds, Mitigation Fees, and Taxes collected in Beaumont has been Misused and/or Embezzled, $70 Million of which was embezzled through the Sewer Plant. The population has increased from 8,000 to 45,000 without building a Recycled Water Facility, Fire Stations, or needed Roadways.

On May 17, 2016, Jakher presented to the Beaumont City Council a Response to a Notice of Capacity Violation from the Santa Ana Regional water Quality Control Board: http://www.ci.beaumont.ca.us/DocumentCenter/View/27586

The Response written by Jakher regarding the Sewer Capacity Violation claimed that the City had enough Capacity for the planning housing, but neglected to include Commercial or Industrial Usage. Jakher was informed that the Document was fraudulent, but jakher proceeded to submit the Document to the Water Board.

On August 25, 2016, the Santa Ana Regional Water Quality Control Board Issued an Investigative Order because of Jakher’s forged Response. A preliminary Investigation revealed that the City of Beaumont has no Federal NPDES Permit for Commercial and Industrial Waste Discharge.

On August 2, 2016, Jakher presented a Title 22 Compliance Engineers Report claiming that it will take $4 Million worth of upgrades before Beaumont’s Wastewater Treatment Plant can apply for Title 22 Compliance.

On September 6, 2016, Amer Jakher submitted a forged Certificate of Completion claiming that all Infrastructure listed on the City’s Mello Roos Bonds had been built and no additional funds were needed. Among the Infrastructure listed are Roadways, a Title 22 Compliant Recycled Water Facility and a Fire Station on the Westside of the City: http://www.ci.beaumont.ca.us/D…

After public outrage over the forged Certificate of Completion Amer Jakher submitted another forged Certificate of Completion on On October 18, 2016. This Certificate of Completion was irrelevant and intentionally misleading as it references the houses and not the Infrastructure recorded on each individual Bond: http://www.ci.beaumont.ca.us/DocumentCenter/View/28468

On October 4, 2016, Jaker submitted a Wastewater Feasibility Study that is insultingly skewed that the Water Districts didn’t even attend the Council Meeting: http://www.ci.beaumont.ca.us/DocumentCenter/View/28402

In the last eight months alone Amer Jakher has forged numerous government documents and has made numerous fraudulent statements to the Beaumont City Council and the Santa Ana Regional Water Quality Control Board in order to facilitate the continued embezzlement of funds out of Beaumont’s Sewer Plant.

I am Requesting the Board of Professional Engineers, Land Surveyors, and Geologists Investigate the illegal activities of Amer Jakher and revoke his license before he does any more damage.
