City has No NPDES Permit for Project Located on the Northwest Corner of Highland Springs Avenue and 1st Street

NOTICE IS HEREBY GIVEN, that the City of Beaumont Planning Commission will conduct a public hearing to consider the matter described below. The Planning Commission’s hearing on this matter will be held at 6:00 p.m. on Tuesday, November 8, 2016 in the Council Chambers at Beaumont City Hall, 550 East Sixth Street, Beaumont, California.
Plot Plan No. 15-PP-03 (Beaumont Commercial Center) and Mitigated Negative Declaration 16-MND-01 consideration of a request for a Plot Plan Application for the development of a Commercial Center Project consisting of the development of five buildings containing approximately 58,063 square feet of retail, service, and restaurant uses.
Buildings A and B will host stand-alone retail (16,000 square feet) and drug store uses (14,578 square feet), respectively.
Building C will be divided into approximately 8,486 square feet of restaurant uses and 2,600 square feet of retail use. The restaurant uses in Building C will include an approximately 4,300-square foot drive- through bakery/bread/donut shop and 4,186 square feet of other restaurant uses.
Building D will accommodate an 8-service bay tire store (11,962 square feet) while Building E will contain a 4,437- square foot car wash. The proposed project site covers an area of approximately 7.07 acres.
The remaining area of the project site would consist of 58,063 square feet of landscaping and 188,947 square feet of roads and walkways.
The project is located on the northwest corner of Highland Springs Avenue and 1st Street in the City of Beaumont. The project site consists of a single undeveloped parcel, identified by Assessor’s Parcel Number (APN) 419-260-075.
The adoption of a Mitigated Negative Declaration pursuant to the California Environmental Quality Act will be considered, based upon the proposed findings that the project will not have a significant impact upon the environment, with incorporated mitigation.
Conditional Use Permits 16-CUP-09, 16-CUP-10, and 16-CUP-11 consideration of a request for Conditional Use Permits for the above described project as required by the Beaumont Municipal Code. Conditional Use Permit 16-CUP-09 is for a car wash, Conditional Use Permit 16-CUP-10 is for the issuance of a certificate of convenience and necessity for off-sale general liquor (Type 21) and Pharmacy with drive-thru, and Conditional Use Permit 16-CUP-11 is for a restaurant with Drive-thru.

On public hearings items the public may present testimony to the Planning Commission and City Council either in person or by mail.
Written comments will be accepted until the night of the hearing.
The applicant for this project is Rich Development LLC.
