Pardee Homes Claims the City Owes them Tens of Millions Including TUMF Reimbursement.

In past Beaumont City Council Meetings Mike Taylor of Pardee Homes has stated that the City owes Pardee Homes for past construction that Pardee Homes completed and paid for, but was never reimbursed from the City. It appears that Pardee Homes has never paid Mitigation Fees; they were always exchanged for bond debt.
A Public Records Request revealed that Pardee Homes has turned in over 10,500 pages of documents and invoices for reimbursement. Every Invoice is 6 – 11 years old. Some are clearly documents showing the City paid other Contractors for the work. Other Invoices are clearly for work that is exclusively for the building of the developments and should not be reimbursed for any reason.
But the most shocking of all is the amount of invoices that are classified as TUMF.

Let’s Review the Trail of TUMF:
- The County enacts a Mitigation Fee – TUMF – to pay for County-wide projects. The Fee is like any other County fee; it is remitted to the County by the City. Cities in Riverside County agree to charge and collect the TUMF from the Developers and remit to the County.
2. City makes deal with Developers to pay their TUMF out of the Mello Roos taxes instead of charging the developers. This frees the Developers’ obligation to pay TUMF, but the City’s obligation to remit the TUMF to the County does not change.
3. The City decides to NOT remit any TUMF to County. County throws City out of TUMF Program and sues City for TUMF fees owed to County. City claims to have used TUMF to build county-wide roads. City loses $43 Million Lawsuit.
4. Now Pardee claims to have built TUMF roads and wants tens of millions in reimbursements.
Getting past the point that NO ONE was authorized to use TUMF except the WRCOG; what happened to the Mello Roos Bond Funds that were allocated to pay TUMF?
