LAFCO Continues Hidden Canyon Warehouse to March 24, 2015

Below is the LAFCO Staff Report continuing the Hidden Canyon Annexation stating that beaumont can’t provide services and requesting a plan of services before considering any more land annexations. The Sunny Cal Annexation isn’t on the agenda – they know there is no hope for their housing development annexation..

“It has become clear that the Plan of Services that was submitted with the annexation proposal is no longer applicable.”

Riverside Local Agency Formation Commission December 10, 2015, Agenda Item 4.a. Hidden Canyon Warehouse Development Land Annexation into the City of Beaumont.

LAFCO Staff recommends continuing the Annexation until March 24, 2015 “to hear the status of the City’s progress on its work out plan.”

LAFCO sites State Controller’s Report identifying deficiencies in many area. LAFCO acknowledges the “Work Out Plan to Sustainability” approved by Beaumont City Council on December 1, 2015.

“The Work Out Plan is a process to ultimately achieve sustainable service levels. While it does not answer the questions we have asked, it provides a series of steps or tasks that will necessarily answer the questions of how services will be provided and facilities upgraded based on the City’s serious fiscal challenges. Staff foresees that the City will not be able to answer those questions for several months as the full extent of the problems are still unknown.”

“As noted on the attached City Manager’s Report, the first step, reconciling the books through FY 2014-2015, is a critical component to completing the other tasks. The City estimates reconciliation will take at least 120 days (this task was started approximately 2-3 weeks ago). Components most relevant to information we have requested, a long-term financial plan with appropriate service levels and a funded Capital Improvement Plan, are anticipated to be completed in mid to late spring.”

“It has become clear that the Plan of Services that was submitted with the annexation proposal is no longer applicable. It was prepared based on FY 2012-2013 service levels. We will be requesting that the City provide an updated plan of services once it has determined what sustainable service levels will be.”

“Correspondence has also been received from Libi Uremovic who is in opposition to the annexation proposal. The letter provides an update of events on the City’s financial condition.”

SPECIFIC RECOMMENDATIONS:

Based on the Factors outlines above, IT IS RECOMMENDED that the Commission take the following action:

Continue LAFCO 2014-20-5-REORGANIZATION TO INCLUDE ANNEXATION 07-ANX-01A TO THE CITY OF BEAUMONT (ASM BEAUMONT BUSINESS CENTER), CONCUTTENT ANNEXATION TO THE BEAUMONT-CHERRY VALLEY WATER DISTRICT, AND CONCURRENT DETACHMENTS FROM COUNTY SERVICES AREA 152 AND THE RIVERSIDE COUNTY WASTE RESOURCES MANAGEMENT DISTRICT to March 24, 2016 to hear the states of the City’s progress on its work out plan.”
