Based on the findings of this report, the following upgrades will be required to reliably produce up to 2.43 mgd AADF of recycled water:
1. Construction of a new coagulation system. The SCADA system will need to be modified
to provide automatic dosing of chemical in the event of a high turbidity occurrence.
2. Installation and connection to existing plant SCADA of a UV transmittance monitor.
3. Modification of Trojan UV PLC and HMI codes to accommodate the Title 22, SWRCB,
DDW requirements and updating UV maintenance procedures.
4. Connection of plant SCADA system and alarms to backup power supplies.
5. Additional alarms (connected to the plant SCADA) as follows: Aeration Blower Station
#1 (Failure), RAS Pump Station #1 (Failure), Clarifier #1 and #2 (Failure, High Torque
and High Turbidity), Bar Screen #2 (Failure and High Level), UV (High Turbidity, Low
Transmittance). The existing alarms at the UV control panel will also need to be tied into
the existing plant SCADA.
6. Construction of a new wet well downstream of UV disinfection system in which recycled
water can be pumped to storage and distribution system.
7. Feasibility study identifying methods of limiting TDS which can be implemented in
accordance with Table 7 of the NPDES permit.
