The City of Beaumont established a Workmans’ Comp Bank Account at the Bank of Hemet in June, 2015. The Account remained dormant with $100.00 through July.

In August, 2015, the City acquired a Checkbook for the Workmans’ Comp Account and started writing checks. The City bounced 30 Checks totaling $30,311.37 before Depositing $126,000 into the Account. The City paid $1,054 in Overdraft Charged.

The $126,000 states that the Funds were transferred from ‘Business Public’ with Account ending in ‘0301’. This is not the City’s General Fund Account.

On August 24, 2015, the City of Beaumont deposited $329,382.12 into the Workmans’ Comp Account and Transferred $126,100 out of the Account.

As of September 30, 2015, the City of Beaumont has written over 250 Checks totaling over $170,000.

The Workmans’ Comp Checks are not listed on the Check Warrant and have not been Approved by Council. I don’t even see the $1,054 Overdraft Charge.

Beaumont October 27, 2015 City Council Meeting contains Item 8.c., an Ordinance allowing the Finance Director to approve their own Check Warrants instead of the City Clerk as directed by State Law.
