Beaumont admits that $11 Million was Embezzled between 2006-2015, but isn’t counting the Millions Embezzled from 1994-2005.
The City of Beaumont is running the Potrero Interchange scam for the third time.
If Caltrans and Riverside County feel that the Potrero Interchange is needed, then go right ahead and build it yourselves as the Interchange will be Caltran’s Asset. But the Potrero Interchange has nothing to do with the City of Beaumont except that Beaumont Staff and Council have used this Project as an excuse to steal Taxpayer money for almost 1/4 century.
The City admits that over $11 Million was embezzled between 2006-2015, but do not include the money wasted running the Potrero Interchange scam the previous decade.
1994-2005: Jimmy Sims/Korve Engineering was awarded the Contract to perform a Project Study Report at the May 9, 1994, Beaumont City Council Meeting.
Beaumont admits that Korve Engineering was paid $129,720 out of the CFD Bond Fund Accounts. Urban Logic Consultants funneled unknown millions out of the City under the guise of ‘Potrero Interchange’ between 1994 to 2005.
On August 25, 1997, the Beaumont City Council Approved Resolution 1997-28 declaring the City will be the Project Sponsor for 100% of the Potrero Interchange Funding with Mello Roos CFD Bond Proceeds.

‘Council Approved’ a six-lane decorative bridge for a road that will be less than a mile long, will be primarily used by semi trucks, and become the State’s Asset upon completion.
‘Council Approved’ hiring the same people that have funneled money out of the City under the guise of ‘Potrero’ since the mid 1990’s.
The City of Beaumont’s 2016 Audited Financial Statements has a blank line where the value of its Capital Assets should be recorded. The City has acquired over $350 Million in Bond Debt, but has no Capital Assets because Beaumont Staff and Council stole most of the Bond money and never built any Fire Stations, Roadways, or a Recycled Water Facility.
The Securities and Exchange Commission has locked the City out of the Bond Market and on August 22, 2017, Issued an Order to Cease and Desist from Forging Government Documents for the purpose of Defrauding Financial Institutions. Beaumont has collected $5.8 Million from Developers and set up a separate Bank Account for the Potrero Interchange that includes a $1.7 Million deposit from the City, but there is no Checking Account included. The City is still paying Lawyers and Consultants for the Potrero Project out of the City’s General Fund.
On January 2, 2018, ‘Council Approved’ a $14 Million Contract with Ortiz Construction. Enclosed is Beaumont’s City Council Transcript where Public Works Director Amer Jakher claims that the $8.1 Million paid by Developers will be enough to pay for a $14 Million Contract and that the City can claim the $11 Million already stolen as ‘Capital Assets’.
Councilman Lloyd White thinks that the City will receive $13 Million in Grants to pay for the Potrero Interchange. White does not understand that State and Federal Funding are Reimbursements for brick and mortar construction. The City will never recoup the millions that are being funneled to lawyers and consultants.
At an informational meeting held on January 18, 2018, Dennis Green from Falcon Engineering stated the everything was ready for the construction of the Overpass except Caltran’s Approval.
Caltrans and RCTC must formally deny Beaumont’s involvement in the Potrero Interchange Project and end this scam once and for all. Beaumont’s Staff and Council have proven that they will NEVER stop using the Potrero Interchange as an excuse to pillage the Taxpayers’ money.
