Alan Kapanicas is Still on the Employee Roster, but Gibbs-Urtiaga, Karee Keyser, Kyle Warsinski, & Nichole Wheelwright are Not.
On December 19, 2016 the City of Beaumont released an Employee Roster. An Employee Roster is a list of everyone that is on the City’s Payroll.
Former Beaumont City Manager Alan Kapanicas is still listed on the Employee Roster. Not only did the City Council allow Kapanicas to slither away on June 29, 2015, the Council agreed to continue to pay Kapanicas for another year ‘or Kapanicas could sue’: http://www.ci.beaumont.ca.us/DocumentCenter/View/26492
The terms of Kapanicas’ payout were:
“From and after November 16, 2015, Kapanicas will be on “terminal leave” until all of his benefit time is exhausted. The parties agree that Kapanicas has an accrued balance of 1,935.91 hours of benefit time (sick leave, 509.28 hours; holiday, 40.22 hours; vacation, 1018.41 hours) accrued as of October 2, 2015. While on terminal leave, Kapanicas will first use his accrued sick time, then holiday time, then accrued vacation.”
Kapancias’ payout equates to 48.4 weeks of pay, which means his payout ended in October, 2016.
The 2015 Financial Audit listed Beaumont City Employee Benefit Debt as $12 Million. Beaumont City Council hired Bob Deis who made his name by getting a Court Ruling that allowed Employee Benefits to be included in Stockton’s Bankruptcy.
Although Kapanicas spent 20 years as City Manager, he was only an employee for five (5) years. Kapanicas was allowed to make up employee benefits and remain on the payroll while honest employees that have worked for the City for 20 years will never see their benefits.
And for some reason the December, 2016 Employee Roster is missing the names of Elizabeth Gibbs-Urtiaga, Karee Keyser, Nichole Wheelwright, and Kyle Warsinski. Now why would the front men for Beaumont’s corruption be removed from the Employee Roster after working for the City for 10 – 20 years?
Rebecca Deming is still listed as the Planning Director.
In comparison to an Employee Roster dated November 4, 2014; there are 60 Names removed and 23 added, but that includes Councilmen and Planning Commissioners.

If Kapanicas is still on the payroll and/or if this City is trying to hide their corrupt Employees – they’re going to be in trouble.
