In order to move from a concept to actual design, location and capacity please ask AECOM to provide the following:
1. Capacity of the solar panels; are they 1MW or 0.75MW? I believe the larger capacity will provide power for the ultimate expansion to 8MGD but will it provide power for the salt mitigation equipment which is high power use.
2. The difference in construction cost to locate the solar system and the control panel from the north side to the south side of Cooper’s creek.
3. Is there a transmission loss from the south side to the north side?
4. Structural racking costs to facilitate access to future improvements on the north side at the treatment plant. This racking must allow for mechanical removals of pumps/valves and heavy equipment for replacement and repair.
5. Cost of security fencing of the solar panels on the south side. You may not need this on the north side.
Once we have this information we can document the right reasons for our decision. I expect to be back stateside on the October 28th. We can meet right after if you wish to discuss any of these issues in person.

Yes, that is correct. Dee’s instruction was to place any solar on racks so that it can be over the proposed/future equipment related to the expansion. That being said, the “conceptual” phase is rapidly coming to a close. We are currently in the process of getting bids from AECOM subcontractors for Dee/ Alan to review, and expect to do soils testing later this week.
The project has to be under a construction contract by Dec. 27th and completed by November 2015 or we forfeit the $690k we will be receiving from the California Solar Initiative, not to mention the $20k deposit we have already put down to reserve that incentive.
Beginning this week we will have bi-weekly calls with AECOM to coordinate this project moving forward. I think it would be beneficial for ULC to coordinate with Dee and Kyle to participate in these calls so that everyone’s needs are being met.

Kieran informed me that the AECOM concept solar plan is very conceptual at this point as there is a need to coordinate closely with the design of the plant expansion. Dee informed AECOM and walked the site with them, but the plan still needs to be refined as solar panels on top of existing and future treatment facilities.
Kieran can correct me if I’m off base.
