Kyle,

Jim Sims just emailed me that Emad and Bihari from Caltrans contacted his office this morning and indicated to his staff person Julia that they would have to put Phase 1 and 2 project on hold if the City does not respond to them.

Jim did reach out to Bihari to tell him that the project should not be put on hold and that we are working with the City to figure out things. He assured him that everything will get figured out soon and that the project would then continue.

You should reach out to Emad right away to let him know that you are the new liaison and that the project is still proceeding forward. The City does not want them to stop the project.

Each Cal Trans project manager needs to justify the hours and why certain divisions are assigned to an active program. While ULC and MT we have been interacting via telephone and email over the months on November and December, the PDT meetings for those months have been canceled. They need to see that the lead agency on the project is moving forward with the project or they will pull their team members off the project and classify it on hold or stopped.

Perhaps it would be helpful for you if I met with you to give you of briefing.

Well none of this makes sense to me. Maybe I am missing something.

Did Chris not explain to them why the City was cancelling the meetings? If it was explained why they were cancelled, they should not be under the impression, we are not moving forward.

It seems that the meetings were cancelled due to lack of substantive issues, while the attorneys focused on the ROW acquisition.

It also seems like Caltrans wants to sit around and have meetings just to waste time, and if they are not able to do so, they get angry and threaten to put the project on hold.

Either way, Please provide me with a action plan of what needs to be accomplished at the next Meeting and I will call them and tell them we need to have it on such and such date for the reasons you will provide.
