It’s as if we’ve gone back to when Berg was on the Council and Kapanicas was piling on the ‘feel good’ pictures while burying the facts in words.
There’s lots of pictures of the ‘good o’ days’ and two sets of pictures of the Council. And lots of words. lots and lots of empty words about nothing.
There’s Prop 13 propaganda and interest rate propaganda and they even talk about the price of oil and GDP, all of which are completely irrelevant and inappropriate for a budget, but very ‘Kapanicas’.
Page 36/314 lists the ‘Administration’ Staff. The once three separate Departments of City Clerk, Finance, and City Manager are all rolled into one with only 10 Staff total, which isn’t even enough to properly operate a Finance Department for a city of 40,000.
The last 100 pages are a breakdown of each CFD Development, even the Development Areas that were never developed.
