Aylward’s Mock Internal Controls Committee

Because it’s supposed to be boy/girl Alyward’s Buddy Haji Dayala doesn’t qualify.

At the November 18, 2014 Beaumont City Council Meeting Finance Director Bill Aylward announced that Haji Dayala, the woman that was appointed to the mock Internal Audit Committee, was going to give a statement.

What was more shocking than how easily Aylward was able to pronounce the name of a person he pretend to not previously know, but that Haji Dayala was not a woman as Aylward repeatedly stated at the October 7, 2014.

Of course the ultimate question of the night is: how did this become Aylward’s committee?

99.45: Knight: Citizen Appointment to Internal Controls Review Ad Hoc Committee

99:55: Aylward: We brought forward an RFP for the Internal Controls Review and at that time you requested that make applications if they want to be on the Review Committee. We received six (6) applications. I emailed each of the six people and asked them if they wanted to make a statement tonight or if they wanted a statement read. There were a few responses, I think most of the people are here. I have one statement to read. In addition to that, I forget who you appointed from the City Council to the Ad-Hoc committee. If we can verify..

Knight: I’m not sure if we did, but we need to go back and do that.

Aylward: I’d like two members of the City Council and you can appoint as many of the six people that you’d like to the Citizen’s Committee.

Knight: Any takers?

Castaldo: I will.

Knight: Okay. Council Castaldo and I will volunteer.

Deforge: Do you have any time that you would do this?

Alyward: The original date of the RFP if we decide to contract with the firm. We only received one application, one request for proposal. We’re suppose to award the contract on our schedule by October 21st, which is the next meeting. I’m not sure we can make that and meet in the next few weeks to go over the sole proposal that we received and get some feedback from the committee to make advise to the City Council.

Deforge: We’re looking at 3:30 in the afternoon? 4:00?

Aylward: Yes, some time in the afternoon.

Deforge: If it’s sometime in the afternoon I can do it.

Knight: Then you have Deforge and Castaldo.

Aylward: Okay.

Knight: Now how many people? I know that sometimes if you get too many people on; I don’t know.

Aylward: In my opinion; if you have; if you appointed all six it might be a hard time to come to a consensus. But 1 to 2 or 3 might be fine.

Knight: Two?

Aylward: Yea.

Knight: What’s the consensus?

Castaldo: I’d say three.

Knight: We’ve got a two two. We’ve got a two two. We’ve got a two two two.

Aylward: Two would make it an odd number. I’m on the committee.

Knight: Okay, let’s look at these. I know you have a statement to read from one of the..?

Aylward: Yes. Haji Dayala.

Knight: How do you say his first name?

Aylward: Her first name is Haji

Knight: Her, her, excuse me.

Aylward: Haji I believe.

103:30 Aylward: “My name is Haji Dayala. I am a resident of the City of Beaumont over the past 7 years. My education background includes a Bachelors of Science in Industrial Engineering from Cal Poly and a Masters’ of Science in Administration from California State University. My working experience includes 15 years in management manufacturing operations, and over 20 years in finance, real estate sales and management, and asset management. In the past I have volunteered AARP as a tax aide to help seniors and low income citizens in Beaumont senior centers. I have also volunteered for Habitat for Humanity in the Long Beach area. I have been a director of a local board of realtors and director of the California Association of Realtors. I am now retired and would like to volunteer my time to help the community and also to keep myself active. I feel that both my eduction background and hands-on experience qualifies me for this opportunity.”

Knight: Are there any other Applicants that would like to make a statement?

105:15 John Halliwell: The only statement I was prepared to make at this point was to thank you for accepting my application through the Staff. And I did appear to answer questions. I didn’t know if you were going to have a formal board of review or not. I just want to say that I’m here and if you have any questions I’ll try to answer them.

Knight: Thank you John.

Nancy Carroll: I just want to clarify one point. I did not get any email, so i think maybe the email address is incorrect or something happened in the transfer of it. The only reason I want to clarify it is because I don’t want anyone to misinterpret if I didn’t respond to an email about the meeting tonight. I found out it was going to come up by looking at the Agenda online and the information. I’m not inferring anything, I’m just saying there was some mistake made with that.

Knight: We got ya.

106: 45 Berg: A lot of great applicants. Some people are involved running for elections, some are involved on other boards, so I think the lady that’s retired that sent the email in. She’s new, she wants to spend some time and give a fresh look. I think it would be good. I think Charlie Ferrell too would be a good choice. He’s been around here for a while, he knows a lot about things going on. He’ll give a different look at things, see where we’re at. But I think at a minimum we should have at least one man and one lady on that board. It gives it a cross-section to help there, okay.

Castaldo: I personally asked John Halliwill.

Knight: Yea I know you did.

Castaldo: Probably because he’s respected in the community. (castaldo rambles on)

108:30 Knight: This is really hard for us because we know what it’s like to want to serve. And you’re all good eggs ha ha. I like that we have people here tonight that have sat through a council meeting to be here to serve. How do we want to go forward? This is hard because everyone is a good applicant.

Deforge: I make a motion that we Haji and John Halliwell. That’s who I would appoint. I will make that motion.
