Area 14A Solera Senior Citizens were promised a fixed rate of Mello Roos taxes Page 6 of Tax Lien Item C ‘The Maximum’ is divided by square footage of the home instead of evenly divided among property owners.

Beaumont City Council Meeting January 21, 2014:

98:00 Kapanicas: “A good example is Solara is on a fixed rate – $1,600 per year for 30 years. It can be prepaid. Originally it was about $25,000, it’s down to about $17,000 is their pre-payment now. Each year it will continue to go down and in the 30th year it will be zero.”

14A Tax Lien Page 4: ““Maximum Special Tax” means the maximum Special Tax, determined in accordance with Section C below, which can be levied in any Fiscal Year on any Assessor’s Parcel of Taxable Property.”

14A Tax Lien Page 6 Item C. Maximum Special Tax Rate Table I divides Solera taxes into four (4) Classes based on square footage of their homes:

Residential Single Family Attached Home: $1,050 per dwelling unit.
2. Residential Single Family Detached Home less than or equal to a $4,500 square foot parcel: $1,300 per dwelling unit.
3. Residential Single Family Detached Home greater than 4,500 square foot parcel: $1,600 per dwelling unit.
4. Non-Residential: $11,000/acre.

14A Tax Lien Page 9 TERM OF SPECIAL TAX: “The Special Tax shall be levied for a term of 50 years, commencing with Fiscal Year 1993-1994.”

The ‘Term of Special Taxes’ is the length of the bond, not how long the City wants to charge property owners.

Special Taxes for Services is not listed on Solera Area 14A Tax Lien.
