Beaumont City Manager Alan Kapanicas Is A Bond Salesman

The December 16, 2014 Beaumont City Council Agenda contains seven (7) different attempts to acquire Mello Roos Bond Debt totally $175 Million.
Attached is page 80 from Four Seasons’ 2005 Series B Mello Roos Bond. The Bond discloses that the Beaumont City Manager, Alan Kaparnicas, collects fees based on the sale and delivery of the Bonds.
Page 80 further discloses that the City’s Pubic Works Director, as Principal of Urban Logic Consultants, also profits from fees paid contingent upon the sale and delivery of the Bond.
The City of Beaumont doesn’t have a City Manager; they have a Bond Salesman that has taken the position of City Manager.
The City of Beaumont doesn’t have a Public Works Director – and they won’t even admit the name of the Pubic Works Director to the Citizenry.
