‘Contract Labor’ was Removed. Money paid to Lawyers and Consultants is Now Hidden in ‘Operations’.

Beaumont’s 2018/19 Wastewater Revenue is recorded at $100 Million; $8 Million from Service Charges, $2 Million from Development Impact Fees, and $90 Million from a Sewer Bond.
The City of Beaumont collects about $15 Million/year in legal Property and Sales Taxes to provide General Services. Beaumont’s 2018/19 General Fund Budget is $34,522,169.
Budgets include a list of Full and Part-Time Employees that will be allocated to each Department. The City of Beaumont has removed their Employee List. Numerous Public Records’ Request have been submitted for Payroll, but the City refuses to release their payroll documents. State Law requires the City to submit their payroll by March of each year, but the City has failed to comply.
On a budget; the ‘Personnel’ is the cost of the Department’s Employees and ‘Operations’ is the cost of the facility use, phones, paper, etc. There should be a third line identifying ‘Contract Labor’.
Beaumont’s 2018/19 Budget has removed ‘Contract Labor’ and is using ‘Operations’ to record the money paid out to lawyers and consultants.
Beaumont’s 2018/19 Budget Summary states that 1/2 of the Budget will be spent on ‘Operations’. Instead of hiring honest, necessary Staff; Beaumont has ‘budgeted’ to funnel $16,869,896 to lawyers and consultants. $16,858,001 is budgeted for Staff.
City Manager Todd Parton has budgeted $1,263,482 for Personnel costs in his Department; Administration.
But ‘good news’. Administration Operating Costs will be a Negative 377,390. Parton has ‘budgeted’ to overcharge administration fees in order to create a revenue source, with Council’s Approval of course.
There are laws in the State of California prohibiting government agencies from gouging the Taxpayers, but State and Federal laws don’t apply in the City of Beaumont.
The City of Beaumont collects about $15 Million/year in legal Property and Sales Taxes to provide General Services. Beaumont’s 2018/19 General Fund Budget is $34,522,169. Every year for the past quarter century the City has had $6 Million to $12 Million more General Fund Expenditures than Revenue.
In Fiscal Year 2018/19 the City of Beaumont plans to spend twice as much money than their General Fund will collect.
