I am submitting this Complaint against Beaumont Public Works Director Amer Jakher for Forging Government Documents and Violations of State Contract Bid Laws.
On March 15, 2016 the Beaumont City Council Approved hiring Amer Jakher as Public Works Director/Engineer. http://www.ci.beaumont.ca.us/DocumentCenter/View/27232
Jakher is the first Beaumont Public Works Director since Deepak Moorjani, who Pled Guilty to Fraud and Embezzlement. Also Indicted was former City Manager Alan Kapanicas, Chief of Police Frank Coe, Finance Director William Aylward, City Attorney Joe Aklufi, Planning Director Ernest Egger, and Economic Development Director Dave Dillion.
Over the last 20 years $400 Million in Municipal Bonds, Mitigation Fees, and Taxes collected in Beaumont has been Misused and/or Embezzled, $100 Million of which was embezzled through the Sewer Plant. The population has increased from 8,000 to 45,000 without building a Recycled Water Facility, Fire Stations, or needed Roadways.
Forging Federal Bond Certificates of Completion.
On September 6, 2016, Amer Jakher submitted forged Bond Certificates of Completion claiming that all Infrastructure listed on the City’s Mello Roos Bonds had been built and no additional funds were needed. Among the Infrastructure listed are Roadways, a Title 22 Compliant Recycled Water Facility and a Fire Station on the Westside of the City: http://www.ci.beaumont.ca.us/D…
After public outrage over the forged Certificates of Completion Amer Jakher submitted another set of forged Certificates of Completion on On October 18, 2016. This set of Certificates of Completion listed irrelevant information and was intentionally misleading as it referenced the houses and not the Infrastructure recorded on each individual Bond: http://www.ci.beaumont.ca.us/DocumentCenter/View/28468
On August 23, 2017, the Securities and Exchanged Commission Issued a Cease and Desist Order against the Beaumont Financing Authority: https://www.sec.gov/litigation/admin/2017/33-10406.pdf
The SEC Cease and Desist Order states: “Pursuant to Section 8A of the Securities Act, Respondent BFA cease and desist from committing or causing any violations and any future violations of Sections 17(a)(2) and 17(a)(3) of the Securities Act.”

Fraudulent Interstate Transactions

(2) to obtain money or property by means of any untrue statement of a material fact or any omission to state a material fact necessary in order to make the statements made, in light of the circumstances under which they were made, not misleading; or
(3) to engage in any transaction, practice, or course of business which operates or would operate as a fraud or deceit upon the purchaser.
Violations of California Public Bid Laws
Enclosed are three (3) examples of Amer Jakher violating California Public Bid Contract Laws.
April 18, 2017: $75,000 Contract to ‘Safe USA’. Jakher claimed that Beaumont didn’t need to follow State Contract Bid Laws because the Company was previously hired by the City of Highland.
November 7, 2017: Allowing No-Bid Contracts up to $45,000. The allowed amount was changed to $25,000 on November 21, 2017, which still violates State Law and the promise made to the State Controller’s Office.
December 5, 2017: $600,244.41 Purchase of Vehicles, Jakher claimed membership to the National Joint Powers Alliance (NJPA) as excuse to violate State Bid Contract Laws.
