Utility Partners Complaint to Board of Professional Engineers

Since 2010 Utility Partners has listed addresses in five (5) different States.

Over $100 Million has been funneled out of Beaumont’s Sewer Plant through shell companies for 1/4 century. Urban Logic Consultants was created by Beaumont Planning Director Ernie Egger, Public Works Director Deepak Moorjani, and Economic Development Director Dave Dillon. Egger, Dillon, and Moorjani have plead Guilty to Fraud and Embezzlement

Urban Logic Consultants created ‘Urban Logic Services’ and became in charge of the City of Beaumont’s Sewer Plant. Each time Beaumont’s Sewer Plant was Fined for violations of EPA laws Urban Logic would change the name of the company. Documents show that Urban Logic Services’ name changed from Aquarion to Utility Partners.

‘Utility Partners’ has operated the Sewer Plant since 2010. Since 2010 Utility Partners has listed addresses in five (5) different States. When filing documents with the State of California Utility Partners listed address is a UPS Store in Beaumont.

The City of Beaumont attempted to fake a public bid contract, but was exposed by outside Contractors after a walkthrough of Beaumont’s Sewer Plant on May 14, 2015. Council then decided that they would keep Utility Partners until a Public Works Director was hired.

On July 7, 2015, Council Approved Agenda Item 8.p, a $9,469 Job Card for Urban Logic and Utility Partners to perform UV Validation testing for Title 22 Compliance. The Staff Report states that the September 16, 2014, Job Card was complete.

On March 12, 2018, I received a letter from the Law Firm of White Summers stating that Utility Partners was a subsidiary of H2O Innovations in Canada. Utility Partners’ Invoices are generic. We know that there are two Utility Partners Employees, but there is no Payroll submitted to the City or the Labor Commissioner as required by California State Law. A Public Records’ Request states that there are no procedures or staff member approving Utility Partners Invoices.

Utility Partners charges the City $48 per ton to haul Biosolids, but only submits a spreadsheet of the amount the Subcontracted Transporter, listed as ‘Terra’, hauled off without any documentation or Invoices from the Subcontractor. There’s no documentation showing where the Biosolids were disposed or if they were properly disposed.
