When Citizens requested the City Limit New Housing Construction to 500/Year Pinkney Demanded a Ballot Election, but Not for Sewer Increase
After the FBI Raids several Beaumont Citizens stood before Council requesting/demanding that the flooding of the Housing Market be limited to 500 houses per year until Beaumont gets its finances in order.
Some Citizens screamed, some Citizens cried, some Citizens begged, some Citizens spoke eloquently. All Citizens were ignored at the least and degraded of they dare continue to speak of anything but the glory of Beaumont’s Staff and Council.
John Dyson adhered to State Law, organized, and presented a formal request to the Beaumont City Council to place an Initiative on the City Council Agenda to limit housing development.
Not only did Taxpayers have to pay for Beaumont’s Staff and Council to organize a campaign against the Initiative; City Attorney John Pinkney insisted that the Initiative be voted on in an Election and even had the nerve to claim the Initiative needed a CEQA Review.
Flash Forward two years; Beaumont Staff and Council want to ram through a Sewer Fee Increase without Voter Approval to Fund a $100 Million in new Bond Debt because the Sewer Plant is over Capacity from all the Construction. Imagine that.
Yes, the City also can’t comply with State and Federal Water Quality Standards, but the City hasn’t complied with State and Federal Water Quality Standards or filed a legal CEQA EIR for a 1/4 Century, so they’re not likely to care now.
How many houses were constructed in the last two years?
Nobody knows. The Planning Department is still controlled by Urban Logic. The number of houses have been removed from all ‘Council Approved’ and ‘Planning Commission Approved’ Agenda Items. A Public Records’ Request has been submitted for all houses approved since April 22, 2015, but the chances that Urban Logic Employees Rebecca Deming and Kyle Warsinski will tell the truth about the number of houses built in the City is very limited.
Pardee Homes has benefitted from Beaumont’s corruption since 2002. Pardee Homes has built thousands of houses without filing any CEQA EIRs. Pardee Homes’ Employees made it clear that they are only in Beaumont for work and as soon as the money runs dry they will move back home.
Beaumont City Council followed the advise of their Staff and their BFF Pardee Homes and continued to flood the housing market knowing that there was no Sewer Infrastructure, no Fire Stations, and inadequate Roadways.
As the saying goes; the chickens have come home to roost.

13:00 Pinkney: The City Council may request an impartial analysis. When directed by you, I will prepare an impartial analysis of the Initiative. The analysis has to be limited to 500 words or less and must include a statement indicating whether the Ballot by a Petition signed by the requisite number of voters or the government body, Council itself. If I believe the Measure would be unlawful for any reason the Analysis may indicate that the Initiative has potential legal problems. I do not believe it would be appropriate this evening for me to opine on the legality of the Ordinance.
16:00 Pinkney: A City-Council initiated measure has to go through CEQA process. There is an exemption for voter-initiated measures, but if Council were to vote to put it on the ballot it’s not categorically exempt from CEQA.

If Council chooses not to act on this Issue we will immediately launch a voter petition drive, gather signatures of the 10% required Beaumont Voters and we will qualify this Initiative to be placed 2016 General Election Ballot. What do we ask of Council tonight? Please allow Beaumont Citizens as change to vote on this important issue. Please provide the requested information to the BBG Committee. Do not yield to homebuilder pressures and scare tactics. Do not place personal and political agendas ahead of the voters’ right to speak. Please place our Initiative on the next Meeting Agenda.
29:30 Pinkney: May I weigh in on the request made to put it on the next Agenda. If Council is going to consider putting this on the ballot we would do a CEQA review to determine if there is any foreseeable environmental impacts, so maybe 30 days from now if that’s what the Council plans to do verses the next meeting. I feel that if we put a restriction on the building permits issued it would effect my job which could cause me to lose income and have to move back to town and lose my house.
