Beaumont’s sewer plant has been used to funnel money out of the city for over a quarter century.
One point; This tax increase is only for an expansion to process the additional sewage that’s been created for the thousands of new houses that ‘Council Approved’ in the last few years – it does not include title 22 recycled water – which the city was supposed to have since 1995 . The City is not addressing the Recycled Water at all – which is mandatory and necessary – the Beaumont Basin is in Overdraft and has been in Overdraft for over a decade.
The City needs $50 million THIS YEAR because in the last three years – since the raids and investigations; ‘Council Approved’ 1,000 houses in Heartland area 5/Olivewood.
And ‘Council Approved’ 500 houses in Sunnycal that was annexed into Beaumont from Cherry Valley last year.
And ‘Council Approved’ thousands of houses for Pardee Homes and K Hov – nobody knows how many because the city REMOVED THE NUMBER OF HOUSES OFF THE PLANS TWO YEARS AGO.

How the process is supposed to work; a developer pays mitigation fees – developer impact fees – to pay for the infrastructures’ cost to the city to accommodate the additional houses.
What beaumont has done since 2002; they ‘make a deal’ with developers to exchange bond debt for mitigation fees. The developers’ mitigation fees are deposited into the general fund, then paid out to staff, lawyers, consultants, and wasted on parties.
In the last five years beaumont has collected $7.9 million from the illegal sewer fee increase imposed – and all that money is GONE.
The last increase was in June – citizens are paying the increase right now – and Lloyd White had the nerve to say to his City Manager Todd Parton: ‘all that money is gone, but we’ll keep track of the next sewer increase, right?’
Parton said ‘Yea’.
In september, 2016, ‘Council Approved’ transferring $5 million from the sewer fund into the general fund – the council was told that it was special fund money from the 2013 sewer fee increase that was restricted for the sewer expansion and recycled water – and they did it anyway.
Instead of collecting $12 million in mitigation fees for the 1,000 houses in Olivewood – $5 million of which would have been sewer fees; the city ‘made a deal’ and took a total of $3 million in mitigation fees – then ‘Council Approved’ recording the money as a ‘one-time fee’ and depositing it into the general fund.
‘Council Approved’ tens of millions in bond debt to trade for mitigation fees, but the sec has locked the city of beaumont out of the bond industry and issued a cease and desist order to stop forging financial statements to get defraud banking institutions – that’s a big deal – and the council’s only action has been to hire another lawyer.
Beaumont Staff and Council has spent the last three years creating the financial crisis they now face – and increasing taxes and fees is the only options they’ve ever considered.
The City wants to increase sewer fees to use the revenue source to get bond debt, but the sec has locked the city out of the bond industry until they re-submit Financial Statements and Bond Certificate of Completions Forms that are not forged.
The City can’t get bond debt and collecting an additional couple million/year won’t produce the $50 million needed in the next year alone.

Beaumont Citizens are not going to vote to increase their sewer fees because they are already paying massive taxes and their money is being stolen and the City knows it, which is why they tried to pass an illegal sewer fee increase with ‘Councils Approval’.
