THE LAW FIRM OF SLOVAK BARON EMPEY MURPHY PINKNEY:
$400 Million has been embezzled out of the City of Beaumont; $300 Million from Federal Municipal Bonds. As the State and Feds Investigations intensified, Beaumont’s Appointed Officials slithered out the door, including the Law Firm of Aklufi Wysocki that occupied the Beaumont City Attorney position since 1993, and the Law Firm of Slovak Baron Empey Murphy Pinkney slithered in.
Rule 1-400: Advertising and Solicitation:
On April 28, 2015, an Emergency Council Meeting was called and the Law Firm of Slovak Baron Empey Murphy Pinkney was awarded the position of ‘City Attorney’. There was no advertisement for legal services and no Public Bid Contract as required by State Law.
For a year the Citizens demanded documentation of to how the Law Firm of Slovak Baron Empey Murphy Pinkney was awarded the City Attorney’s Contract On April 19, 2016 Mayor Lloyd White disclosed that Lena Wade from the Law Firm contacted him and that Pinkney had a “very aggressive plan to move forward”.
TO THIS DAY there has been no open public bid contract for Beaumont City Attorney services. The Law Firm has refused to disclose other Clients or Conflict of Interests.
Rule 2-200 Financial Arrangements among Lawyers:
The April 21, 2015 Beaumont City Council Agenda shows 11 Lawsuits in progress before the Law Firm of Slovak Baron Empey Murphy Pinkney becomes the City Attorney. The Law Firm of Aklufi Wysocki only provided city attorney services. All of the City’s Claims and Lawsuits were contracted to other Law Firms.
In the last two years the Law Firm of Slovak Baron Empey Murphy Pinkney has charged at least $3/4 Million to the Lawsuits of the other Law Firms without any agreement with the other law firms or notification to the client. It should also be noted that the some of the Lawsuits were already closed before the Law Firm arrived in the City. The Law Firm has charged the City over $16,000 for the Huff Lawsuit, but Paul Huff has verified that he’s had no contact at all with the Law Firm of Slovak Baron Empey Murphy Pinkney.
Rule 4-200 Fees for Legal Services:
Since 6:30 pm on April 28, 2015, the Law Firm of Slovak Baron Empey Murphy Pinkney has charged the City of Beaumont over $1.9 Million by submitting almost blank Invoices. $600,000 billed to ‘Over-Retainer’. $20,000 was charged for the month of April, 2015 even though there was only two days remaining in the month.
Pinkney has told the City Council that neither the Public nor the Council were privy to what the Law Firm was doing. However; a public bid contract submitted to the City of San Clemente by the Firm of Slovak Baron Empey Murphy Pinkney included a sample Invoice that was very detailed, so it is quite clear that the Law Firm is intentionally defrauding the City of Beaumont.
Retainer Fee Fraud: The Law Firm of Slovak Baron Empey Murphy Pinkney sold themselves to the Beaumont City Council with their ‘bargain rate’ of $7,500 per month Retainer. On April 19, 2016 the Law Firm of Slovak Baron Empey Murphy Pinkney submitted a Retainer Summary listing the Retainer Charges.
The only month the Law Firm charged the City of Beaumont a $7,500 Retainer Fee was April, 2015 and the Law Firm left that off their list. The Law Firms Invoices that were disclosed to the Public show that the Law Firm of Slovak Baron Empey Murphy Pinkney overcharged a Retainer Fee every month except April 2015 when the Law Firm charged the City $7,500 Retainer for the two days remaining in the month and $12,000 Over-Retainer.
