The City of Beaumont must have their Financing secured by December, 2017, to once again build a ‘state of the art’ Wastewater Expansion and Recycled Water Facility.
At the June 22, 2017, LAFCO Meeting to Annex Sunny Cal “I work out of the City of Beaumont”, Kyle Warsinski, stated: “We have a couple different financing mechanisms we believe we will be able to utilize for the Project. The first one is State Revolving Funds… we’re really pretty confident that the State Revolving Fund is going to come through for us.”
On May 17, 2017 the City of Beaumont submitted a two-page Application to the California Water Quality Control Board for a $108 Million Loan from the Clean Water State Revolving Fund (CWSRF): http://www.waterboards.ca.gov/…

For example; The County of San Mateo has been on the Project list for a $74 Million Loan since February, 2014. The City of Beaumont has yet to get on the Project List for a $108 Million Loan.
LAFCO Commissioner Nancy Wright is also on the Mission Springs Water District and has first-hand knowledge of the lengthy loan process. Her Water District has been on the Project List for over a year requesting $27 Million; a quarter of the City’s $108 Million request.
