Beaumont’s UV System is Not Wired Properly and is Not Up to State and Federal Standards

Roseville’s UV System looks like rows of tanks with circuit breakers and a control panel. The System includes a mechanism to routinely clean the UV Lights.
Beaumont’s UV System looks like something found in the outer regions of Persia.
There are many ways to achieve Title 22 Compliant Recycled Water. The City of Beaumont was allowed to construct 2,212 houses in 1994 on the pretense that the City would construct a Recycled Water Facility to ensure an adequate water supply.
In 2009 the State Water Quality Control Board changed the City of Beaumont’s 2006 Order to include UV Validation Requirements and allowed two discharge points for Recycled Water.
TO THIS DAY the City has no Title 22 Compliant Recycled Water. Both the City and the State Water Board continue to commit Fraud and Forgery in order to conceal the fact that Beaumont’s Sewer Plant can not produce Title 22 Compliant Recycled Water.
Federal EPA Title 40 Section 123 et seq. requires the State Water Board to Inspect and Survey all procedures and verify all Information.

A comparison of Beaumont’s UV System and the City of Roseville’s UV System shows the ugly reality that Beaumont does not have a UV System that would pass State and Federal Inspections. The UV Systems themselves are substandard and the System is not properly wired.
In 2006 Urban Logic Consultants started ‘Black Bear Valve’. Because ULC Principal Deepak Moorjani was brought in from India, it is speculated that Black Bear Valve Machinery and Parts were also brought in from India.
The System was wired by Beaumont Electric, which is owned by Jim and Stacy Love. Jim Love was also the City’s ‘Electrical Inspector’ that verified the work of his own Company. Both Urban Logic Consultants and Beaumont Electric were operated out of the City of Beaumont.
It is not possible that the State Inspected Beaumont’s Plant without noticing the UV System and the rest of the Facility did not meet State and Federal Standards. The State Water Quality Control Board either Forged their Inspections and Reports or they never performed an Inspection.
