2017 Budget was Incomplete. Urban Futures waited for CFD Reconciliation and the 2015 Audit.
Urban Futures was gifted the Contract to Reconcile the City of Beaumont’s Mello Roos CFD Bonds and Urban Futures was gifted the Contract to create the City’s 2016 and 2017 Budget.
Emails from November, 2015, show Urban Futures’ participation in the preparation of the 2015 Audit and direct communication with the Auditors.
Beaumont’s 316 page 2016/2017 Budget repeatedly states that it is incomplete predicating the 2015 Audit and the CFD Reconciliation.
Mike Busch from Urban Futures has never retuned with the CFD Reconciliation. When questioned at the Potrero Workshop Busch replied they were ‘still working on it’.
The 2015 Audit is now complete and the 2017 Budget is more than half over. Most California cities are reviewing their 2016 Financial Statements and preparing their 2017/2018 Budget.
Beaumont still has to ‘fill in the blanks’ on the 2016/2017 Budget, is still hiding the 2015/2016 Audit Report, and the City has yet to close their books for Fiscal Year Ended June 30, 2016.
