It is more than apparent that the Beaumont City Council has no intention of ever Hiring Competent Staff or properly Operating the City.
On April 22, 2015 the City of Beaumont was raided by the FBI and Riverside County District Attorney’s Office.
Alan Kapanicas, Beaumont City Manager for 20 years and Principal of General Government Management Services, had an ‘at will’ contract that allowed Council to terminate the contract with a 30 day notice, but Council never fired Kapanicas and refuses to hire a City Manager.
Council lied to the Public stating that they couldn’t hire another City Manager and gifted the position of City Manager to Elizabeth Gibbs-Urtiaga until the end of 2015.
Urtiaga was the former Human Resource Director that never followed State Law regarding government agency hiring practices. She worked ‘side by side with Kapanicas’ and claimed to have no knowledge of criminal activity.
From State Controller Investigative Report Dated November 5, 2015, page 29, Finding 8, Lack of Performance Evaluation and Specific Job Descriptions: “We also noticed that the City’s Human Resources (HR) Department staff did not start keeping track of whether performance reviews were submitted to HR until recently. Overall, the City lacks organizational structure because of a lack of formal job duties and clear reporting lines.”
Council then proceeded to Authorize hundreds of thousands dollars worth of Contracts to Consulting Firms Willdan, Webb, and Urban Futures to prepare the City’s Budget and perform other functions of a city manager that Gibbs-Urtiaga had no skills or knowledge to accomplish.
On January 19, 2016 the Beaumont City Council awarded Avery and Associates a Contract to recruit a new City Manager. The cost of the Services was $18,900 plus up to $7,000 in expenses.
On March 8, 2016 Avery Associates held a community meeting in the Beaumont Civic Center to
“solicit views from the community on the ideal qualifications and attributes for the City Manager Candidate”.
Avery Associates prepared and released a search for Beaumont City Manager looking specifically for “an energetic ‘fresh-thinker’ who can bring forth reactive approaches and new ideas..”
The job description also includes “Previous management experience as a City Manager, Assistant/Deputy City Manager, or public sector executive in a complex organization is required for this position. A BS/BA in a related field is required and a MS/MA is highly desirable.”

Gibbs-Urtiaga is a graduate of Fontana High School and took General Education courses at Crafton Hills and Chaffey Jr. Colleges. She was hired to work as a Customer Service Coordinator under former Finance Director William Aylward in October, 1996. Her Resume includes performance of duties of Deputy City Clerk and Deputy City Treasurer. Her references include Shelby Hanvey, Aylward’s Concubine who authorized documents as Beaumont’s Deputy City Clerk for 15 years.
It has been one year since the FBI Raids and five months after the State Controllers’ Report, but not one Staff Position has been filled and not one Contract has been awarded per State Law. Every Staff Member, Consultant, and Lawyer on Beaumont’s payroll has been gifted their position/contract. It is more than apparent that the Beaumont City Council has no intention of ever hiring competent Staff or properly operating the City.
