Warsinski Out, Gibbs In as Director of Development Services

‘Director of Development Services’ is the City of Beaumont’s attempt to circumvent State Laws and hire qualified Employees to oversee the Sewer Plant.

On March 3, 2016 at 11:52am the City of Beaumont Issued a Request for Proposal (RFP) for NPDES Stormwater and MS4 Permit Compliance.

Proposals are due by 12:00 Noon on Monday, April 4, 2016.

Page 3 of the Proposal lists the Director of Development Services as Elizabeth Gibbs.

The title of Director of Development Services was created by Alan Kapanicas and bestowed upon Kyle Warsinski in the summer of 2014 when Moorjani, Dillon, and Eggers could no longer show their faces and needed a front man. Warsinski isn’t qualified to be a Public Works Director, so Kapanicas invented the title.

Now Gibbs is holding the phony title.   What’s that supposed to mean?
