Throughout the Summer and Fall of 2014 we listed to Kyle Warsinski state publicly that the City of Beaumont would have Title 22 compliant Recycled water ‘in 90 days’ and ’60 days’. The State Deadline of December 30, 2014 to produce Title 22 Compliant water passed right under this Council’s nose.
Last May the City attempted to fake an open Public Bid to operate the sewer plant and replace Utility Partners. Once it was exposed the public bid was a fraud the contract remained with Utility Partners without acknowledgement from either Staff or Council.
In September the City stated that they had sent their water for Title 22 Compliance testing, but the results have never been revealed. The City met with YVWD and BCVWD to discuss closing down Beaumont’s sewer plant because of its deteriorated condition.
Now Beaumont Staff wants Council to approve paying $73,214.00 to Utility Partners. The Staff Report stats that Utility Partners took it upon themselves to contract with vendors and now want reimbursement.

A Purchase Order issued by the City to Utility Partners on November 4, 2015. The Authorized Signers for the $73,000 expenditure are Acting City Manager Urtiaga and Warsinski, who started working in the Planning Department on November 1st.

A letter from Utility Partners dated October 22, 2015 stating they received a job card signed by Kapanicas and Warsinski on September 11, 2014 to start UV Validation.

September 16, 2014 Agenda Item 6.a.10 Approval of $86,985 for Title 22 Compliance in an attempt to meet the State Water Quality Control Board’s December 30, 2014 deadline.
July 7, 2015 Agenda Item 8.p Approval of another $9,469 for Title 22 Compliance to Urban Logic. Last month both Staff and Urban Logic claimed that Urban Logic has nothing to do with the sewer plant.
