2016 Mello Roos Taxes

The Taxes are Accurate, but Every Development is Charged an Additional Tax for Services. They Can’t Do That.

The City has released the 2016 Mello Roos Property Tax Rolls prepared by Webb & Associates: http://publicdocs.beaumontcares.com/weblink8/browse.aspx?dbid=0

The City is charging 216 Property Owners in Area 17C Mello Roos Taxes without bond debt. Taxes range from $2,000 to $2,500. The other three Developments that have no bond debt; Areas 13, 15, and 23 are not being charged Mello Roos Property Taxes, but they are being charged additional Property Taxes for Services.

Overall; it appears that the property taxes have been accurately calculated. Most will see their property tax bill go down.

However; the City is charging EVERY Property Owner in the Developments a ‘Services’ Fee, even the Developments that had not been charged a Service Fee in the past.

11,642 Property Owners are illegally being charged a total of $3,543,794.74 in additional Mello Roos property taxes.

Getting past the insult to injury of charging a fee for services like fire protection and park bathroom; the City can not charge an additional service fee.

The cost of Services is included in the amount of the bond, it’s not an additional charge. The City received the funds for services when they acquired each bond.

It appears that Area 14 was incorrectly charged Area 14A’s Services Tax. Area 14B was not charged a Services Tax, but that could be in error since all other developments were charged.

Hidden Canyon Area 4 is paying $300,000 in Mello Roos property taxes. Their only bond obligation is the 1994 Series A.

Heartland Area 5 lists 860 lots being charged a total of $300,000. Area 5’s only bond obligation is the 1994 Series A. Area 5 was listed one of the sewer bonds, but there no longer is any sewer bonds.

’Heartland’ automatic deposits are listed on the Bank Statements and is being recorded in the General Ledger with Sewer Fees. Heartland is an undeveloped wasteland, which begs the question; what the hell’s going on in Heartland.
