20 Years ago a group of men took over the City of Beaumont including the Sewer Plant. Deepak Moorjani is the only engineer that’s seen the inside of Beaumont’s Sewer Plant since 1993. Deepak Moorjani is a Principal in Urban Logic Consultants.
The City was scheduled to complete the construction of a Wastewater Treatment Plant that produced Title 22 Compliant Recycled Water by 1995, but all of the money collected through Bond Debt, Mitigation Fees, and Taxes was embezzled through Urban Logic.
When the Santa Ana Regional Water Control Board required the City to change Operators of the Sewer Plant Urban Logic invented another company, Aquarian. Deepak Moorjani remained in control of the Sewer Plant and all money earmarked for the City’s sewer and wastewater infrastructure continue to be pillaged.
After the 2009 sewer spills the Regional Board again required the City to change Operators, so Urban Logic again changed the letterhead from Aquarian to Utility Partners.
On September 19, 2014 the City of Beaumont issued Check # 87101 to Utility Parters for $63,369.00.
The Utility Parters’ Invoice is addressed:
“Kishen Prathivadi, Assistant Director of Public Works”
Kishen Prathivadi isn’t even a City Employee – he’s an Employee of Urban Logic
The Invoice is ‘Approved for Payment’ by Kyle Warsinski instead of Finance Director Bill Aylward, which explains why City Staff and Council proclaimed that Kyle was the Public Works Director.

In a six-week period Beaumont’s corrupt City Staff has embezzled over $600,000 thru these two phony companies. Aylward and Kapanicas had Kyle approve the Invoices because they know that the documents are forged.
The City of Beaumont has 30 days to become Title 22 Compliant, but it isn’t going to happen in 2014 for the same reason the City was not able to become Title 22 Complaint in 1995:
