The Only Difference in the December 12th and December 18th Reports are the Persons of Interest

At the January 6th, 2015 Beaumont City Council Meeting City Attorney Wysocki made two separate statements.
1) That he received two (2) notices from California River Watch.
2) That the City has 60 days from December 18th to respond, not December 12th.
The original Report is dated December 12th and addressed to Beaumont City Manager Alan Kapanias, Deepak Moorjani of Urban Logic, Council, Water Quality Control Board, and the Regional and National Offices of the EPA.
The only difference in the December 12th and the December 18th Reports is that Deepak Moorjani and Urban Logic have been removed and Wildan and Utility Partners have been listed on the Report.
Does that mean that the City has 60 days from December 18th as City Attorney Wysocki stated?
No.
The Notice was addressed to the City Manager and Council. River Watch is under no obligation to copy anyone else on the Notice. It’s the duty of the City to notify their employees.
Most likely River Watch resent the document to ensure their Contractors are aware of the situation. Because of Beaumont’s reputation of lies and deceit the Staff and Council can not be trusted.
Both River Watch Notices copied Beaumont City Council, which means that City Staff not only tampered with U.S. Mail the first time the Report was sent, they threw away the Councilmen’s second Notice too.
Coincidence?
I think not.
