Where Are The Mitigation Fees Collected?

The City Charged Developers Mitigation Fees for a Recycled Water Plant & Regional Park, But All The Money’s Gone

Attached is a copy of the General Ledger showing Fund 35 – Mitigation Fee entries from 2010 through 2012. It shows that the City recorded Mitigation Fees, Recycled Water Facility Fees, and Regional Park Fees collected by the City from Developers.

The Mitigation Fees are Local fees, not Regional. This mitigation fees are to be used for the local infrastructure, but as we can plainly see on the General Ledger, all the money was transferred to Urban Logic.

Developers paid additional mitigation fees for a Recycled Water Facility, but the facility was never built and there is no money set aside for a recycled water facility.

And hasn’t it been a curiosity that Kapanicas keeps talking about a Regional Park when the City is hundreds of millions in debt and never finished the small neighborhood parks? Apparently a regional park is something the Developers have been paying for, but all that money is gone too.

Just like Council; the Developers had no problem ignoring the Citizenry and conspiring with Beaumont’s corrupt City Staff as long as those being cheated was ‘everyone else’. Now we know that City Staff didn’t just steal from everyone else, they stole everything from everyone.

Lessons learned; you can’t make deals with the devil.
