PRR: Laserfiche Lockout for Want of $300

Council has Lots of Money for Parties and Trips, but No Money to Operate the City.

On April 4, 2017 at approximately 5:50 pm Beaumont City Clerk Donna Pfeiffer told Judy Bingham that Pfeiffer was told by a City Officials that the reason the Public was locked out of Laserfiche was because it would cost a whole $300 to allow more access.

Later that night when Bingham requested that Laserfiche be repaired Mayor Lloyd White, who tells other Citizens that Council is not allowed to comment on the Citizens’ Public Comments, attacked Bingham ‘demanding answers’ instead of asking is own corrupt Staff about the excuse they gave to the City Clerk.

So let’s do the Beaumont Mayor and Council’s work for them.

PRR: Name of City of Beaumont Officials that told the City Clerk that it would cost $300 to purchase more licenses for Laserfiche.
Contract for Laserfische web portal including price list for licenses.
All communication to/from any and all elected and appointed officials in Beaumont to/from any and all representatives of the Laserfiche Portal from 01/01/2016 to Present.

2:30:44 City Clerk: I don’t have a Report per se, but I do have a concern about the Web Portal Licensing. Almost always; I’m locked out. That’s been rectified if I come downtown here I can get on the City computer and access, but from home I’m often locked out because of too many users already in there.

2:31:00 City Clerk: I understand that I.T. can clear that up, but that would mean that every 1/2 hour they need to go in there. My question is; could we possibly look into a few more licenses so the Public can access records online and that would go a long way in people asking? If they can’t get to see what they want to see it makes it difficult.

White: Can we look into seeing if we’re using all the licenses that we purchased?

Parton: Yea.

Judy Bingham: On the City’s website it states: “Laserfiche was created as part of an effort to increase accountability to the Citizens to improve access to information as well as your knowledge on how to participate in public discussion welcome your comments on this Please email your comments or suggestions.” Here’s MY suggestion. Council doesn’t want to spend another $300 so we can get on the very thing for which it was intended? My Public Record Requests are supposed to go on there so I can see them. It is very frustrating. I have begged, asked. You can see it on this paper, March 10th. There are lots of things here that haven’t been answered.

2:33:00 Bingham: #1: I want a copy of the full General Ledger for Fiscal Year 2016. Now I’ve been told by Nichole [Wheelwright] that it’s ‘not available’. However; a Report was submitted to the State Controllers’ Office and I got that, so why isn’t the General Ledger available? I want it and I want it as soon as possible.

Lloyd White: Ms. Bingham, what $300 did the Council not want to spend on the Portal?

Bingham: I heard it cost $300.

White: I was just wondering when we said we weren’t willing to spend what was necessary for the Portal?

Bingham: Then do it.

White: I’m sorry, I’m just asking you to verify your comment.
