The City of Beaumont is planning to construct a new interchange on State Route 60 (SR 60) at Potrero Boulevard. The limits of the project will extend from the Jackrabbit Trail to the Interstate 10 / SR 60 freeway-to-freeway interchange, a distance of approximately 2.5 miles. The first phase of the project will involve construction a two-lane bridge overcrossing and improving Potrero Boulevard from approximately 1,350 feet north of SR 60 to approximately 1,225 feet south of SR 60. Phase 2 will include widening the bridge overcrossing, constructing eastbound and westbound on and off ramps, and realigning the Western Knolls Avenue frontage road. The project will necessitate widening the existing San Timoteo Creek Bridge.

CHJ’s Role

CHJ prepared the Geotechnical Design Report (GDR), the Materials Report, and Bridge Foundation reports for the project. The draft Geotechnical Design Report and Materials Report have been submitted and are being reviewed by Caltrans. Bridge Type Selection (BTS) letters have been submitted for the proposed Potrero Boulevard Overcrossing and San Timoteo Creek Bridge widening. A Wall Type Selection (WTS) letter has been submitted for three proposed retaining walls.

The primary geotechnical issue associated with the project is the presence of very loose, liquefiable soil along the south side of the alignment, east of the proposed overcrossing. Because of these soils, new pile foundations for the San Timoteo Creek Bridge widening will need to extend to deeper than 100 feet. A mechanically-stabilized earth (MSE) retaining wall is recommended for one of the locations because of the poor soil conditions.

Concurrent with the geotechnical engineering work, we also completed a Fault Hazard Investigation for the project. Three faults associated with the Beaumont Plain fault zone are mapped crossing the eastern portion the project alignment. One of the three is in a Fault Hazard Zone as designated by the County of Riverside. Earthquake fault trenching was performed to evaluate the presence of the fault and age of activity. The fault was found to exhibit a relatively low potential for activity or fault rupture hazard. Our Fault Hazard Investigation report was reviewed and approved by Caltrans. Project Costs: $12 Million
