LAFCO Will Never Allow SunnyCal To Be Annexed Into Beaumont Until Beaumont Builds Their Infrastructure

RE: City of Beaumont

Enclosed are financial documents regarding the City of Beaumont. The Cherry Valley Communities – SunnyCal Development currently residing in Cherry Valley is attempting to annex into the City of Beaumont for the purpose of building 497 homes.

In the last 20 years approximately $1/2 Billion in Bond Debt and Mitigation Fees have been collected in the City of Beaumont to build the infrastructure. Instead of building the infrastructure Staff and Council embezzled most of the money. Beaumont has increased their population from 8,000 to 40,000 without building any Fire Stations, providing Recycled Water, or properly installing Sewers and Roadways.

The City’s sewer capacity is a maximum of 4 MGD. Beaumont was required to produce Title 22 Compliant Recycled Water by 1995, but has never passed Title 22 Compliance. The Santa Ana Regional Water Quality Control Board issued a December 31st deadline for Title 22 Compliance which the City could not fulfill. This issue has never been discussed in Council.

California River Watch has issued a report detailing water contamination and forged reports regarding the City’s Sewer Plant. River Watch gave the City until December 31st to respond. A copy of the Report was sent to Council, but Beaumont City Manger Alan Kapanicas and City Attorney Aklufi/Wysocki hid the document from Council and has refused to discuss the Report.

The City was scheduled to build three (3) Fire Stations, but the Stations were never built. There were Mitigation Fees collected and Bond Debt acquired, but the money is all gone.

The City recently lost a $42 Million Lawsuit against Western Riverside Council of Governments because the City withheld TUMF. In the Ruling Judge Chaffee cited: “Fraud by Clear and Convincing Evidence..”

The City of Beaumont does not have the infrastructure to accommodate additional houses until they build the infrastructure for the thousands of houses they’ve already built.
