Jimmy Sims was hired on May 9, 1994, and paid $129,720 out of the CFD Bond Fund Accounts for the Potrero Interchange.

immy Sims was the Potrero Interchange Project Manager when Beaumont ran the Potrero scam the first time back in 1990’s. The Beaumont City Council awarded the Potrero Interchange Project Study Report to Sims on May 9, 1994. According to the City; Sims was paid a total of $129,720 out of the CFD Bond Fund Accounts through a company called ‘Korve Engineering’.

Jimmy Sims was also the Registered Civil Engineer that signed the Potrero Interchange Project Study Report on November 28, 1995.

The Environmental Assessment prepared by Caltrans in March, 2012, states that Jimmy Sims, working under ‘Mark Thomas & Company’, prepared another Phase I Initial Site Assessment in August, 2008; a Geologic Evaluation and Drainage Study in March, 2009; and a Water Quality Report in June, 2009.

The City of Beaumont admits that over $11 Million was Embezzled between 2006-2015, but the City isn’t including the millions that was Embezzled between 1994 and 2005 when the scam was ran the first time.

Judy Bingham met Jimmy Sims at the joint scoping meeting held with CalTrans at City Hall in 2010, when he introduced himself as Ernie Egger’s buddy from College.

When Mrs. Bingham questioned the fact that the cost of the Potrero Interchange would be borne 100% by Beaumont’s taxpayers; Sims showed Bingham a map of the defunct Legacy Highlands Project and erroneously stated that those 4,000 homes would be paying for it. The Legacy Highlands Development had already been stopped in Court because there was no water and no fire stations.

The Caltrans Initial Study with Proposed Mitigated Negative Declaration/Environmental Assessment for State Route 60/Potrero Boulevard Interchange Project dated May, 2012, Chapter 4 List of Preparers listed Jimmy Sims as working for Mark Thomas and Company as Principal/Project Manager.
