II Description of Project

Old: “This project is to provide the engineering basis for proceeding with construction of ultimate improvements and widening of the I-10/Park Valley Interchange and Oak Valley Parkway.”

New: “The ultimate goal of this project is to provide the engineering basis for proceeding with construction of ultimate improvements and widening of the I-10/Park Valley Interchange and Oak Valley Parkway.”

Old: “Although a specific time or schedule has not been determined for construction of Phases 3 and 4, a separate schedule shall be provided for preparation and delivery of each noted phase of services.”

“Phase 1 – Review available improvement layout plans for the proposed ultimate Intersection and roadway widening. Determine minimum widening and improvements necessary to widen Oak Valley Parkway between Desert Lawn Drive and north of Oak View Drive to four lanes, widen existing ramps, add traffic signals at each off and on ramp and revise existing traffic signals on Oak Valley Parkway. Prepare layouts and/or alternative with preliminary cost estimates for each.”

“Phase 2 – Prepare traffic signal improvement plans, specifications and cost estimates (PS&E) for the W/B off ramp, W/B on ramp, E/B off ramp, and E/B based on ultimate intersection configuration. Submit and obtain approval from Caltrans.”

“Phase 3 – Prepare plans, specifications and cost estimates (PS&E) or ramp improvements and roadway transactions between ramps and bridge. Submit and obtain approval from Caltrans.”

“Phase 4 – Prepare plans, specifications and cost estimates (PS&E) for balance of Oak Valley Parkway widening to four lanes and modification of traffic signals between W/B off ramp to north of Oak Valley Drive”

New: “In the Interim, the City of Beaumont, in cooperation with Caltrans, wishes to construct signals at the four ramp intersections. Where possible, the signals are to be positioned in relation of future ramp/Oak Valley Parkway intersections, so as to require the least amount of modification or relocation.”

III Specific Scope of Service

Old: “Phases 1 thru 4”

New: “Tasks”

Task 1 – Consultant shall review available documents and preliminary layouts for the proposed ultimate roadway and bridge widening of the I-10/Oak Valley Parkway Interchange, layouts are attached.

Task 2 – Upon concurrence of desired layout, Consultant shall prepare traffic signal improvement plans, specifications and cost estimates (PS&E) for the W/B off ramp, W/B on ramp, E/B off ramp and E/B on ramp. The signals will serve as an interim solution until an interchange project is constructed. Design and placement of signal equipment therefore shall be based on ultimate intersection configurations in order to reduce future reelections due to interchange construction. Plans shall be prepared and submitted in accordance with Caltrans standards and requirements.

The City will serve as the lead agency for the project and will be responsible for advertisement, award and administration of the construction contract.
