Gibbs No Longer Director of Development Services – Bid Contract Revised to Remove Phony Job Title, but there Still is no Public Works Director

On March 4, 2016 the City of Beaumont released a Bid proposal naming Elizabeth Gibbs-Urtiaga as ‘Director of Development Services’, a title invented by former City Manager Kapanicas for Kyle Warsinski since he was not qualified for an official government position: http://patch.com/california/banning-beaumont/warsinski-out-gibbs-directo…

Today the City released a revised the Proposal naming Gibbs as ‘Interim City Manager’ instead of Director of Development Services.

Warsinski is said to still work for the City, but is being hidden in the Planning Department along with Rebecca Deming, another Urban Logic Consultant Employee.

It has been almost a year since Deepak Moorjani went into hiding for the upteenth time. The City was forced to remove Urban Logic Services in 1995 when the City neglected to meet their November, 1995 deadline to produce Title 22 Compliant Recycled Water.

The City of Beaumont has spent the last 20 years hiding Moorjani and dodging State Law.   The practice continues today.
