Answer: No. The Cosumnes CSD is not affiliated with the City of Elk Grove. The CSD is an independent special district agency given its governing authority under the Community Services District Law Enabling Act and is guided by an independently elected 5-member Board of Directors.

The Beaumont City Council formed a CFD District and assumed all of the Rights without fulfilling their own Responsibilities as a District.
